香港电脑学会副会长兼商务智能与大数据专题组主席湛家扬亦表示,该网站改革后数量尚算是有所进步,惟资料种类及时间性仍有待改进。他指,政府应继续开放更多资料,例如疾病等公众卫生数据,同时亦应牵头与商界合作,讨论公开非机密商业数据的可能性。

公开数据以预测未来趋势,是各地赶上「大数据」(Big Data)时代的新方向。不过,本港的政府资讯科技总监办公室,虽然亦推出「资料一线通」网站公开数据,惟记者发现,数据「质差、量少、过时」,惹业界诟病;在世界性的「开放数据指数」评估中,本港在97地方中仅排名第54,远远落后英国、法国、台湾等地。立法会议员直言本港的大数据发展尚在「幼稚园阶段」,专家促当局改变思维,否则发展只流于空谈。
在世界性组织「开放知识基金会」去年12月发布的「开放数据指数」,在97个评估地方中,本港排名为54,只轻微领先排名57的内地,与三甲位置的英国、丹麦及法国差距望尘莫及。
立法会议员(资讯科技界)莫乃光表示,本港的数据开放情况「喺小学阶段」,至于大数据的发展则「仲喺幼稚园阶段」,未来政府应改进思维及完善法规。现时出任马来西亚政府辖下组织顾问的湛家扬亦指,本港对于大数据发展欠缺部署,因马来西亚政府有明确的政策目标,例如在2020年前,要培养1,500个数据科学家。

到底什么是「大数据」?香港电脑学会副会长兼商务智能与大数据专题组主席湛家扬解释,综合各种各样尽可能多的数据,在看似无关的数据之中发掘「宝藏」,得出可以分析、演绎、预测的有用资料,就是大数据。
大数据在世界各地,均已有不同的应用实例,如透过网络使用者的检索关键词,配合有关疾病的资料,从而判断流感传播趋势;又如透过道路、车辆、天气、突发事件、重大活动等数据,来预测交通情况;亦有外国的线上影音出租公司透过用户的看片记录,为用户建立影片推荐系统。英国牛津互联网研究所的大数据专家麦尔荀伯格(Viktor Mayer-Schonberger)指出,大数据将扭转传统的商业思考方法。
