公开海量数据以预测未来趋势,是各地赶上「大数据」(Big Data)时代的新方向,本港政府近年亦矢志发展,却沦为「扮潮」之举。纵使政府资讯科技总监办公室推出了「资料一线通」网站公开数据,惟本报记者发现,数据「质差、量少、过时」,遭业界诟病;在世界性的「开放数据指数」评估中,本港在九十七个地方中仅排名第五十四,轻微领先内地三位,远远落后英国、法国、台湾等地。立法会议员直言现时本港的大数据发展尚在「幼稚园阶段」,专家促当局改变思维,否则发展只会流于空谈。

香港电脑学会副会长兼商务智能与大数据专题组主席湛家扬亦表示,该网站改革后数量尚算是有所进步,惟资料种类及时间性仍有待改进。他指,政府应继续开放更多资料,例如疾病等公众卫生数据,同时亦应牵头与商界合作,讨论公开非机密商业数据的可能性。

公开数据以预测未来趋势,是各地赶上「大数据」(Big Data)时代的新方向。不过,本港的政府资讯科技总监办公室,虽然亦推出「资料一线通」网站公开数据,惟记者发现,数据「质差、量少、过时」,惹业界诟病;在世界性的「开放数据指数」评估中,本港在97地方中仅排名第54,远远落后英国、法国、台湾等地。立法会议员直言本港的大数据发展尚在「幼稚园阶段」,专家促当局改变思维,否则发展只流于空谈。
在世界性组织「开放知识基金会」去年12月发布的「开放数据指数」,在97个评估地方中,本港排名为54,只轻微领先排名57的内地,与三甲位置的英国、丹麦及法国差距望尘莫及。
立法会议员(资讯科技界)莫乃光表示,本港的数据开放情况「喺小学阶段」,至于大数据的发展则「仲喺幼稚园阶段」,未来政府应改进思维及完善法规。现时出任马来西亚政府辖下组织顾问的湛家扬亦指,本港对于大数据发展欠缺部署,因马来西亚政府有明确的政策目标,例如在2020年前,要培养1,500个数据科学家。

到底什么是「大数据」?香港电脑学会副会长兼商务智能与大数据专题组主席湛家扬解释,综合各种各样尽可能多的数据,在看似无关的数据之中发掘「宝藏」,得出可以分析、演绎、预测的有用资料,就是大数据。

大数据在世界各地,均已有不同的应用实例,如透过网络使用者的检索关键词,配合有关疾病的资料,从而判断流感传播趋势;又如透过道路、车辆、天气、突发事件、重大活动等数据​​,来预测交通情况;亦有外国的线上影音出租公司透过用户的看片记录,为用户建立影片推荐系统。英国牛津互联网研究所的大数据专家麦尔荀伯格(Viktor Mayer-Schonberger)指出,大数据将扭转传统的商业思考方法。

Big data has drawn great attention from not just information technology professionals but also business leaders around the world. What does that really mean? How do you use analytics to create business value, differentiate your companies from your rival competitors, and more importantly, keep your customer satisfied and loyal to your companies and brands? Big data analytics represents a huge opportunity for today’s business leaders. It is not a technology or data science problem. It’s a leadership problem that can and must be solved by leaders. Executives equipped with a working knowledge of data science can massively improve marketing, create operating efficiencies, build new business models, disrupt the competitive status quo of industry and spark innovation. Mckinsey stated that big data is the core part of the 12 disruptive technologies from now till 2025 which will have big impact to our businesses, jobs and lives. Leveraging the value and insights of the work done in data science to transform organizations should be on every leader’s priority list.

This course aims to enable business and IT leaders to apply big data analytics to resolve business problems and monetize data for their companies. It will cover but not limited to the following items.

  • Core concepts of big data analytics and data science
  • Real-world examples of big data analytics at work
  • Common characteristics of successful big data analytics applications
  • Common challenges in deploying big data analytics and how to address them
  • Steps to help an organization prepare for effective big data analytics use

Learning Outcomes:

The course is designed for business and information technology leaders and professionals who want to equip themselves with big data analytics capabilities. Whether the participants’ focus is on strategy, marketing, finance, IT, operations, or human resources, they will learn how to use data to make knowledge-driven business decisions. Over the past decade, the Internet has brought lots of successful business models all over the world, creating a series of outstanding companies and cultivate a large number of young business leaders and rich. Google and Tencent are the outstanding representatives in the Internet era. While the Internet continues developing rapidly, there is another more subversive waves increasingly approaching us – big data.

McKinsey believes that, big data occupies a pivotal position among twelve disruptive technologies. Just like the Internet, all industries are challenged by big data, while the market rules continues being destroyed. Innovative enterprises have already mastered the road to success. They are not only able to beat their competitors in the same industries, but also challenge other industry leaders.

To achieve success in the age of big data, apart from being proficient in big data, it is more important to be innovative. This is also the weakest part for Chinese enterprises while compared with foreign enterprises. Innovation is highly needed for finding out new business opportunities from internal and external data, increasing profits by reforming the existing business model, improving customer satisfaction and promoting royalty.

During the speech, Dr. Charm (Toa Sir) will share the innovations in using big data for some oversea enterprises in different industries. He will also analyze the new business models developed by a series of global big data start-ups and how they impact our current and future today and in the future.
